If you're using Exchange, permissions are granted at the server level. See
http://support.microsoft.com/default.aspx?scid=kb;en-us;184573&Product=exch2k.
You can manage permissions at the organizational unit level.
Caution: Be sure you have a company policy in place governing allowable use
to others' mailboxes.
