Automatically creating a rule in users Outlook 2003

During our custom roll out of outlook 2003 I have been asked to generate a rule in everyones outlook to automatically route messages with specific words in their headers to the JUNK E-Mail folder.
The header is going to be modified by our SPAM filter and a keyword added. This will be the keywork used in the role to move E-Mail to the JUNK folder.
Again any help is greatly appreciated.
