For what it's worth, we do not have an Exchange Server. We have a cheap
pop3 email server. The instructions stated that this feature is meant to run
with an Exchange Server. Could that be my problem?
There are several threads dealing with "out of office" replies and
attempting to emulate them via the use of rules and a template.
It would appear that something from Windows Update in the past few
months has broken the ability to do that.
I've tried everything possible, and the reply is unable to be sent,
and Outlook disables the rule.

The rule is "Apply this rule after the message arives from," next is the
list
of all the people in this users address book, then "reply using," next is
the
file name of the template that I setup. The template I set up is a .oft
file.
When a message is received from someone that is listed in the rules, they
don't get a reply.
