Cannot start Microsoft Office. Cannot open the Outlook Window. Outlook 2007

Failed to get the Crawl Scope Manager with error=0x8007043c. This is the error I get in the event log.

What do I need to do to get Outlook to open? I have scanpst. I also tried compacting the files but it just hangs.
