The look of http://support.microsoft.com depends on which country you have
set in your regional setting. For both Dutch and US I can choose Contact->
Provide Feedback-> Microsoft Wish.

A search on "product feedback suggestions" on Microsoft.com will put in the
first 10 results as well.
