How does Outlook verify signed email

1. Does it get the public key from the cert authority or from the attached
cert? It seems like it would have to go to the cert authority that the
attached cert is from to be sure a bad guy didn't make up the certificate.

2. Does it do that when you open the email or only when you click the red
ribbon?
