Voice call with modem from outlook persona menu -- no-op

I want to use the "Call Work" function of the outlook persona menu (the menu
you get when you click on the little person icon when hovering over a name in
the To, From or BCC fields in a mail message).

When I try to use this I get a message about not being signed into Windows
Messenger 4.6 or higher of my corporate policy doesn't allow calling from
Windows Messenger. If I first start and sign into Window Messenger or MSN
messenger then clicking on the "Call..." menu item does nothing and gives no
message (I have tried Windows Messenger 5.1 and MSN Messenger 6.x and 7.0
beta).

I can make calls from a Contact window for a person (Actions -> Call
Contact) and the modem takes the phone off-hook and dials as expected.

Is there something wrong with my configuration or is this feature just plain
broken?
