MS Word2003 as email editor for Office 2003

In Outlook 2003, I have checked the box “Use Microsoft Word 2003 to edit
email massages”. When I’m composing or editing an email message, the visible
icons at the top of that window are much fewer in number compared to simply
creating a new Word document.

Shouldn’t the icons visible in each of the windows be identical? I have
tried to add/subtract icons from the Email editor window, so that I can have
access to visible icons that are similar to, or identical to the actual
Microsoft Word 2003 window, but that "customize" process won't allow me to
make additions or deletions to the visible icons.

Any solutions?
