With WinXP SP2, I would suspect the built-in and now on by default firwall
to interfere with new mail notifications and folder refreshes. This is
caused by a UDP datapacket not reaching the workstation from the server.

Windows 2000 SP4 on the other hand has me boggled. Are these clients
showing any problems? Anything between client and server that might
interfere with them received the UDP packet? (desktop firewall, router not
routing UDP, clients behind NAT and server on public side, .etc)

ps - the udp packet travels on an arbitrary port > 1023. only outlook 2003
lets you configure a fixed udp port (registry value is called FixedUDPPort).
Outlook 2002 gets something called forcedpolling.
