0x800CCC0F error, SMTP checked, OPMlog included

I posted this before and after several attempts from others (thanks yall) my
problem is still not resolved. I was told that this problem is happening a
lot, so I re-posted this message and have listed what I have done to see if
anyone can help resolve this issue. I can receive mail from all my accounts,
but can not send email from any of them.

1 Error message = Task 'ahs10@ahs10.com - Sending' reported error
(0x800CCC0F) : 'The
connection to the server was interrupted. If this problem continues, contact
your server administrator or Internet service provider (ISP).'
2 POP3 accounts, require SMTP authentication for the outgoing (it's
checked), the settings are the same as the incoming, in fact I downloaded
registry values from my hosting provider to automatically install the email
account settings to OE, the transferred them to Outlook.
3 Do not need SPA
3 SP1 is applied to Office
4 Linksys cable router, not PPOE, tried changing the port on the router my
computer was plugged into
5 "Always use an existing dial-up session" is checked
6 Had Norton System Works 2005 (includes Anti-Virus 2005) and Norton
Firewall 2005 installed. Was told to uninstall them, and re-install witout
enabling email scanning. Uninstalled all Norton, tried to send a message
without any Norton on the computer...still have the same problem.
