Region Code in Outlook Address Book

I use XP Professional and Outlook 2000.

The problem: Outlook insists on defaulting the country on all new
addresses to follow the "Standards and Formats" settings rather than
the "Location" from the Regional Settings values in the Control Panel.

The drop-down list for "standards and formats" in the Control Panel
doesn't include my country. Outlook seems to completely ignore the
"Location" setting, which is set correctly.
Is there any known solution?
