cannot open links in html emails

I got up this morning and i found that i can no longer open link from my
emails and i checked my old email and i get the same problem. Message=dialog
box saying "This operation has been canceled due to restrictions in effect on
this computer. Please contact your system administrator", well.... I AM the
system administrator and I have not put any restrictions what so
ever....!!!. I have reset all restriction to default. I have checked Mcafee
and Internet explorer, i did a system restore from a week ago and iam still
getting the same message. PLEASE HELP
