Admin rights are not required for this. Not trying to be harsh, but if you
have a thousand users and don't know how to create/modify/troubleshoot
mail/profile problems, you need to do some reading up. I don't know that
you absolutely need to create new mail profiles, but something has gone awry
or was not set up right to begin with.
