Message:You don't have appropriate permission to perform this oper

I keep receiving the following message when Outlook processes my E-Mails thru
my Rules: "You don't have appropriate permission to perform this opereration"
I am the administrator.
When I run my rules manually, I get the same message but if I keep running
it, I get thru without any messages.
Can anyone tell me why I am getting those and how to elliminate them????
