The the sender to forward inline instead of forwarding as attachment.
It is the sender's choice so you'll need to ask them to include the
original message within the body of their new message rather than
attaching it. Outlook is handling the e-mail correctly by showing the
file (containing the original message) as an attachment.

The sender may have very good reason to attach the original message
instead of including just its body in their body of their new message.
All the headers are lost from the original e-mail if only its body (and
a couple of the headers, like From, To, and Subject) are included in the
body of the new message. When you reply, you reply to whomever sent the
message, so you would be replying to the person who forwarded the
message. However, if you open the attached message then a reply would
go to THAT original sender instead of to the person who forwarded it.
The advantage of forwarding the message inline with the body of the new
message is that context is retained so the recipient doesn't have to
bounce between looking at multiple windows containing separate messages.
It is up to the sender to decide how to include the original message.
