Can't send email in Outlook 2002

I have Outlook 2002 on XP Pro. I can receive email and send email when I use
the "test settings", but I can't send email any other way. I also can't post
to newsgroups with XP Pro. (I'm posting this with Win98). When I try to send
an email I get the following errors.
1. Operation timed out waiting for a response from the sending (SMTP)
server.
2. Sending reported error (0X800CCC)B) unknown error OX800CCCOB.
Anybody got a clue as to my problem?
