Receiving emails, but can't send them

I have outlook express 6 and windows 2000 professional. I have 3 internet
providers, Juno, AOL and MSN. I can receive emails, but when I try to send
them on Juno or MSN they just stay in the outbox with an error message
0x800ccc0f. If I try to send them with AOL, they ill sometimes go and
sometimes not. If they do, I sometimes get a message that AOL thought they
were spam and did not deliver them. Any help will be really appreciated.
