Outlook 2003 - SMTP TLS Encryption not working on ports other than 25

I've seen previous posts on this issue but I haven't yet seen a resolution -
Is there any patch/registry hack/whatever to make Outlook 2003 work with TLS
encryption for SMTP on a port other than 25? A previous post indicated that
the behavior was that it is supposed to try SSL and then fall back to TLS.
I have enabled the logging feature and it confirms that Outlook never tries
to fall back to TLS - it just keeps trying to send using SSL over and over.
Any info would be greatly appreciated.
