It's expected behaviour with IMAP.
With an IMAP account the message header will go to your Inbox and the Junk
rules will only act when it is fully downloaded. An option is to download
full items instead of just headers. Mark all for download and then process.
You'll still need to purge. Deleted items can be hidden from view if you
like.
