Sending error

Dear all,
I have a problem while sending emails from outlook 2000,
the error message is:
"The message interface has returned n unknown error. If
the problem persists, restart outlook".
Microsoft has issued a knowledge base article number
275186 with a link to a support site to obtain the fix,
but I don't know how to obtain it.
Any one can help me obtaining the fix?
