I have verified that no rule exists on the Outlook client. By IMF, I assume you mean Intelligent Message Filtering (an Exchange Ad-on I believe). I know that IMF has not been installed on the Exchange box yet. The Symantec Mail Security for Microsoft Exchange is running though. This product provides spam filtering services. Could this be causing the problem? If so, how? How is it tied to the Outlook client (aren't they two seperate entities)?
