Outlook in Safe Mode

I have one computer in a 2003 Server and Outlook 2003
setup that always generates the following error when you
open it. Any help on what this is and how to get rid of
it would be extremely appreciated.

"Exchange is currently in recovery mode. You can either
connect to your Exchange server using the network, work
offline, or cancel this logon."

Your options are then Connect, Work Offline or Cancel.

If you choose Connect, outlook runs fine so it doesn't
appear to cause any problems.
