Yes, your problem seems unique. I send attachments (some very much
larger) with Outlook 2003 with no problems whatsoever.

Sending email is a joint venture between the email client and email
server. The email is handled by an exchange of information using the
standard protocol.

Have you consulted with the people who administer the email server? Can
they take a look at the logs on their end? Have you tried another email
client, e.g. Outlook Express or Mozilla (which is free) to isolate the
issue.

In addition to look in the Knowledge Base, perhaps also try searching
outlook and email related newsgroups in at Google: http://groups.google.com
