This means the pst-file had severe errors. Recovery is then unpredictable
and could indeed lead to the result you described. Can you restore from a
back-up you made earlier? If not; create a new pst-file and do a lot of
manual editing to restore it. Once done you can delete the original pst-file
to get rid of the stuck folders.
