I'll try and walk you through the steps to see what I am speaking about.
Please let me know if you get lost along the way:

I am not in any folders. I am on the Outlook Page. On the top of the
page there are 3 toolbars. The first has NEW on the left; the second
has BACK on the left and the third has FILE on the left.

Please direct your attention to the bar that starts with BACK. There
is a little house and if I click it it goes to my Start Page. Next
there is a little globe with a magnifying glass. When I click that one
I get the "error message".

Thankfully my 12 year old daughter walked by the computer and asked
what I was doing. She gave me the answer to my question.
Go to Internet Options and click Reset Web Settings. Fixed it. She
feels pretty proud of herself for figuring it out when the MVPS
couldn't. I am so proud of her.
