Yes, I'm saying the Blank template would need to be distributed and installed
in the correct folder for it to work as you suggest. They may already have
their own blank.pot as well. I want a template that they can put on their
desktop or anywhere they care to and that they can just double-click to start
a new presentation.

I don't think I understand. Are you saying it won't work because the
blank.pot would need to be distributed to the users? If so, whatever
is done, it will require some sort of distribution. How else would a
user gain access?
