To align vertically you need the vertical align button on the tables toolbar, to align horizontally you need the center button on the Formatting toolbar. You can also select the table, go to Format - table - textbox tab - choose middle in the list next to text alignment.
I'm afraid there is no change direction of text in a PowerPoint table up to PPT 2003, there is in PPT 2007 though.
