I think you can also do this with BusinessObjects Xcelsius. The output from
Xcelsius is a Flash object though -- but Xcelsius automatically places it in
a PowerPoint slide for you.

There's a program called MapPoint that does this (not sure of cost). It's

a standalone program but used to be included as an optional addin with

Otherwise, you might need to insert a US map as clip art, ungroup it and
manually shade the different states.
