So, here's what I did. The last frame of my GIF was set to 10 seconds, so
that I could advance the PowerPoint slide with the last part of the GIF
showing. Originally, that last piece did in fact stay showing for the
remainder of the slide, suggesting that the timing on the first frame was
being bypassed (as it was starting too early), but the other frames were
fine. So, I added a duplicate frame to the front of the GIF, and set it for
0.1 seconds, and decreased the original first frame (that is now the second
frame) to 6.4 seconds so that between the two frames, it would still be the
same total time. And, voila! It worked! It can still bypass the first
frame, but since the second frame now holds the delay time, it looks fine on
the screen while playing.
Don't know if this will help anyone in the future, but it seems like a
decent work around.

As Echo says ppt is not good with ani Gifs but in 2003 I can get a 6.5
second delay to work OK with an image ready Gif.
If you send me your Gif I'll try it out.
For what its worth for me ....
Loop forever > does just that (after the delay each time)
Loop once doesn't animate at all
Loop twice > loops once!! (delay still works)
