PowerPoint simply plays the movie "as is". You can however create an instance of Windows Media Player via the custom control and it does allow for altering the playback speed.

In Powerpoint 2003, under the drop down Play Movie window (in Custom
Animation/Timing) the speed option does not permit a number to be entered for
an inserted Movie & Sound mpg file. What opens or controls the speed option?
Is adding additional frames to the mpg file the only way to slow the movie
down in the presentation? The mpg was created in Pro/E animation package.
