A couple of thoughts:
Sometimes IE appears to be locked up when it's actually waiting for a large file to
download. The fact that you're using sounds makes me wonder if this could be related
to what you're seeing.
As to jumping to a specific slide, you might want to look at the javascript in the
table of contents on the left; see if you can emulate the links there.
Depending on how you want to handle the sound, it may be possible to do this a lot
more easily with our PPT2HTML addin (a commercial one). There'a a free demo and more
info at http://ppt2html.pptools.com
