Dynamically changing animation order?

I'm not sure if this is possible within PowerPoint, but I imagine if it is
someone can tell me how.

I want to produce a slide with a picture filling the whole screen. No
problem...

Then, on top of the picture, I want to add a 3 x 3 matrix of 9 buttons that
fill the whole screen. Again, no problem.

Now here's my problem...

>From the random choice of the audience, I want be able to click any of the 9
buttons to reveal part (i.e. 1/9th) of the picture underneath.

Then the audience get to choose again from any of the remaining 8 buttons.
Following their choice, that button is clicked to reveal another part (now
2/9ths showing) of the picture underneath.

And so on... just like the game show for which different parts of the
picture are revealed until the contestant guesses what the picture is.

I sort of feel this should be possible within PowerPoint, but maybe it would
be better done in something else.

Any help with this would be much appreciated.
