Hello Cindy,

I suspect that the file is not really in the JPEG format. Are you able to
"Open" the image in an image editing tool such as MSPaint, or view it in an
image viewing utility such as the Kodak imaging tool which ships with many
versions of Windows or by simply dragging the icon for the file from
Windows Explorer to an open Internet Explorer window?
