Error code 0x51F – Apparently this occurs when Office Setup cannot locate the installation source because it’s either corrupted or deleted.
Downloading the full update for Office 2003 may fix this problem.

Some have reported that placing the Office 2003 CD in the drive before trying to install the update also fixes the problem.
Otherwise try repairing your installation of Office 2003
Method 1 – Open Word, go to Help – Select Detect and Repair
or use Method 2 -
1. Click Start, and then click Control Panel.
2. Click Add or Remove Programs.
3. Click the Office 2003 program that you want to repair, and then click Change.
4. In the Maintenance Mode Options dialog box, click Reinstall or Repair, and then click Next.
5. In the Reinstall or Repair Office dialog box, click Detect and Repair errors in my Office installation, and then click Install.
6. When the repair process is finished, run the update again.
Most likely you will need to have your Office 2003 CD handy.

Office 2003 Tool: Local Installation Source Tool
Quick Description - The Local Installation Source Tool is a wizard to help manage your Local Installation Source (LIS) on computers running Microsoft Office 2003.
Extract these files - LisTool.exe and LisTool.chm to a new folder of your choice and double click the LISTOOL.exe.
Choose the Disable LIS option and click next. Select all the check boxes in the subsequent dialog.
Then proceed to Finish.
