I need to uninstall and reinstall Outlook--is it possible with XP

I am having a lot of problems with my system. I have Windows '98 with Office
XP. I am told that I need to uninstall Outlook and reinstall it, but it is a
package deal and not separate. I try to do updates and can't. The message I
get is that the .MSP files are missong and those are needed for updates. I
have had the Office for about a year and every time I update, it tells me I
can't.
Outlook is removing files when I tell it not to and there is nothing in the
archive or backup or .pst files.
