It seems you're resynching correctly. Since you state you've already tried
repair and uninstall, I suggest you give this a try, the Windows Installer
Cleanup Utility:
http://support.microsoft.com/default.aspx?scid=kb;en-us;290301
It should be used when a product's Windows Installer management data has
become corrputed, which looks like is the case here. Run this utility and
select the Office product to have it's settings removed, then reinstall
Office on it from the admin installation point. Please reply back with your
results.
