Unable to install Office XP SP3

I am unable to install SP3 for Office XP.

- When I go to the Office Update site, I get the message "The Office Update
site is unable to check for updates on this computer. This may be happening
because of one of the following reasons: etc."
- I then manually downloaded the SP3 installation file (both the short
version where the original CD is required and the long version where no CD
is required) and when I start either of those, I get the message "Office
Hotfix Installer encountered a problem. We are sorry for the inconvenience."

My research within MS Knowledge Base and Google Groups has not been very
successful. It seems like this is a common problem with no common
resolution.

Any help is appreciated.
