Someone else may have a fix for the scanner Larry. Sloan Crayton may, but
in the meantime, why not just go over to the "taskpane" on the left on the
Office website, click downloads, and select the Office version you want the
download for, and pick from the small list of updates available for the
components of Office XP--or use the link.
I appreciate you've been trying to fix the problem. You could try
Help>Detect and Repair, but I really doubt that's going to impact this.

I have tried everything listed in Microsoft Knowledge base
article 304498 to no avail.
I have also run the Windows Installer cleanup utility,
which removed Office, which I then re-installed. I thought
surely this would fix the problem but it did not.
I tried to manually download SP3 and got the following
error when attempting to install it:
