Thanks for the detail; that helps a lot.

SP3 includes SP2, so you don't need to have both.

What version of Office XP do you have? Was it pre-installed by your
computer manufacturer? Do you have any previous versions of Office, or was
this an upgrade to a previous version of Office? If you can give a little
history of your Office installations, that would be helpful, too. What
operating system are you running?

Here's an article that addresses the error 1328:

It usually refers to an "unreleased" version of Office.

You might also try running a "repair" installation of Office XP to see if
that fixes everything, and uninstall any other versions of Office that you
might still see in your Windows Control Panel's Add/Remove Programs applet.
