New User Setup After Upgrade to W2K

I have upgraded my opeating system from Windows 98 to
Windows 2000 Professional. Office XP was already
installed on the PC and remained there during the OS
upgrade. Now, Office applications will run in the
Administrator account, but whenever another domain user
attempts to open an Office application, it wants to
install from the CD. I insert the CD; and the first time
it asks me who I want to run this program as. I choose
administrator and supply the administrator password, but
the install fails; and a window pops up telling me that I
need to be an administrator to install Office. Any ideas?
