In that case, it could be a hardware problem - a scratched/dirty CD and/or a CD reader that's at the limits of the alignment specs.

Thanks macropod! Tried all that no avail, been persisting with it, now know
it is the Microsoft media causing the problem, something to do with their
newer disks, I now know of another 4 people with same problem, some roms read
others do not, so you need to get a rom that reads it! Crazy stuff though,
roms work fine with all other cd's, so to save someone having the same
frustrations as I have had with this the solution is easy, place in rom do
not load, go explore and see if the Microsoft cd sign with flag is there if
so it will load fine, if not it refuses too load, you need to find a rom that
works with this media!
