No, Microsoft does not have a database of keys and how many times they have been used. It is on a per machine basis. If your friend has some issues trying to activate, have him/her use the telephone method.

After furious head scratching, omar pavem asked:
| hi, odd question, but i have a copy of office 2003 that's a couple of
| years old; i got it at the campus store in redmond but never
| installed it. is there any way to validate that the product key
| still works without actually installing the software on a pc? a
| friend on the other side of the country wants the disc, but i don't
| want to go to the hassle of shipping, etc., if it turns out that at
| some point i inadvertently installed it somewhere and forgot it (i've
| moved mostly to mac now, so i use office for mac, not office 2003).
| i'm not trying to do anything hinky here, i just would like to verify
| that the product key is still unused; i have the physical,
| holographic disc, the COA, and the product key, which i'd like
| someone to use instead of just sitting in my basement. thanks in
| advance.
