Office 2007 Network Installation with Office Customization Tool

I have found the following artical and followed the steps listed:

However when I install the product the Setup Customizations dont apply.
1) I created a new folder on my network share and then copied the CD
contents to this share
2) I ran the /admin switch off the setup.exe file on the share.
3) I saved the output from the /admin tool to the updates folder on the
share. I appears if i use this folder I dont need to do anything else.
4) I run setup.exe from the share and it runs just as it does from the CD
with out my customizations.
Does anyone have any suggestions? I have read some other links and found a
few things here and there none of which seem to work.
