Yes you can delete the icon from the Desktop if you do not plan on using Outlook.

Question - is this a shortcut I can freely delete? (It doesn't have the
usual shortcut arrow on it.)
I have recently installed my Office 2000 Professional on a new laptop using
Windows Vista. I do not want to use Outlook, nor have it available to any
other users; thus, I'd just like to remove any shortcuts to Outlook. I did
the normal full installation, not the custom, which is why it got installed.
