There's another thread on this problem, " "Missing" Cab files installing office 2007 on localized Vista". I've currently opened a support incident with Microsoft to get it solved. I'll post the results, if any, in that thread.

I'm getting exactly the same issue with the Universal edition from MSDN
installing under a "clean" XP SP2 sytsem with all the latest updates applied.
Very irritating - especially since there are a whole bunch of people
reporting this problem all over the web since the beginning of the year but
never any solution.
