I think I've tried anything within my reach here. Is there anyone on the MSFT side willing to try to reproduce the problem? I'm not sure whether I should complain to the Technet/MSDN folks for distributing defective ISO images or file a support incident.

Did you try to extracted all files from the Office 2007 Enterprise ISO to
the local hard disk on the computer with Windows Vista? And then, try to
install Office 2007 again.
