You are ever so correct about expectations of system integrity.
To those who would defend the mess caused by evaluation and Beta software:

Beta software out to folks that they know very well do not have extra systems
just laying around waiting to be destroyed during the testing; and that those
same people don't have a clue about running Beta software in a virtualized
environment.
It seems we must expect insults rather than any useful help from Microsoft
sycophants on this 'support' forum.
Let's try this analogy: An engine parts manufacturer sends out a new
generation of spark plugs for its dealers to offer to their customers to try
out. After trying the new plugs, many customers find that performance has
actually been reduced and want to go back to their old plugs. Meanwhile, the
new defectively designed plugs have fused themselves into the engine blocks
of the unsuspecting customers. Who would then be ultimately liable under the
law for the damages?
The moral of the story is that every time Microsoft sends out software that
damages the systems of a final customer, we get the money for rescuing them,
and Microsoft loses another customer who is white-hot angry with the damage
that Microsoft has caused them.
We stand back and recommend alternatives where appropriate because are not
nor ever will be apologists for the mistakes of software publishers and
hardware manufacturers.

I eventually stopped trying to keep drilling down to all the registry hacks
as there are hundreds of leftover references to Office12 even after uninstall.
I do have Outlook 12 running although Business Contact Manager database
creation failed.

What are you complaining about? You installed a beta product that has a
beta setup program on your production system despite the warning that MS
posted on the download page and in violation of the beta license
agreement (which states that you need explicit permission from MS to use
the beta in a production environment).
MS is providing the manual removal steps so you have a way of completely
removing the beta without having to reformat your harddrive..
BTW, the error message you receive is most likely not due to a failed
uninstall routine. It is more likely the case that you missed to remove
a component of the beta. The two most likely candidates are the PDF/XPS
add-in and the Expression Web Beta. See the appropriate error message on
my RTM issues page linked below.
