What is the EXACT "Feature Installation State" for Access in the CIW?
And... did you change the defaults at all on the "Remove Previous Versions"
screen? Unless Access is set to either "Not Available" or "Not Available,
Hidden, Locked", it may indeed be installed (based on the feature
installation state). And.. unless you change the default "remove" for
Access on the "Remove Previous Versions" screen, you may see exactly what
you are seeing.
