Cannot re-install Office 2000

I recently had a glitch while installing SP4 for WIndows 2000. After
reinstalling it and uninstalling various software my computer is almost back
to normal, except for Office 2000.
Whenever I try to install it I get this error message and then it doesn't go
any further:
Windows Installer
The system administrator has set policies to prevent this installation.
How do I change the policies to allow for the installation? I'm the only
user on my home computer and I don't remember changing any policies when I
reinstalled Windows 2000. Please help!!!! - Kennard
