Office 2003 cannot be used by multiple users in windows XP

 i have windows xp and we have two users on the computer.
i purchased Office 2003 for teachers and students and i
installed it. i am the administrator on the computer and
it was installed when i was logged on and i cannot use
the programs .... it tells me that it has not been set up
for this user yet and to run set up and then dumps me
back to my desktop. the other user on the computer is
the one that can use it. i have uninstalled and
reinstalled it and ran the repair and it still will not
let me use the programs. what did i do wrong? what can
i do to fix it?
